The results of any standardized reading test administered by a district or school to determine the level at which a pupil is capable of reading shall be reported to the parents (including persons in parental relationship) of any pupil who shall attain a score at the twenty-third percentile or below. Local school districts shall determine the means of reporting these scores to parents. If the parent requests an interpretation of such test results, such scores shall be interpreted for the parent by a certified teacher of reading, or, in the absence of a certified teacher of reading, by other appropriate school district personnel.
