New York Consolidated Laws, Education Law - EDN § 2044. Report of pupils from other districts

The children attending a school under any contract for the education of elementary pupils shall be reported to the commissioner of education by the trustees or board of education of the district or city wherein such children attend school as though they were residents of such city or school district.
