If any portion of the moneys apportioned to the district shall not be paid by the collector or treasurer of the district, upon the due requirement of the trustees, they shall forthwith notify the treasurer of the county and the commissioner of education of the fact. In case of such non-payment by the county treasurer, such notification shall be given to the commissioner of education.
