If the trustees of any district affected thereby refuse to consent, the district superintendent may make and file with the town clerk of the town in which the property being transferred is located his order making the alteration, but reciting the refusal, and directing that the order shall not take effect until a day therein to be named, and not less than three months after the date of such order.
