As used in this article, the following terms shall have the following meanings:
1. “Division” shall mean the division of minority and women's business development created by this article.
2. “Technical assistance” shall mean assistance and services designed to improve the efficiency, effectiveness and viability of a minority or women-owned business enterprise, including, but not limited to, management assistance, problem solving, the development of business and marketing plans, market analysis, financial planning, regulatory compliance, safety and security measures, export assistance, procurement assistance, application assistance, state program assistance, referral to private and public financing sources, contracting assistance, and other forms of assistance which the commissioner deems necessary and appropriate.
