The board of supervisors shall authorize the appointment by the county clerk of such special court clerks including naturalization clerks as may be necessary for the courts of record sitting in the county to function properly. Special court clerks shall have the same powers and duties as the county clerk for the transaction of business at court sessions attended by them.
