On and after January first, nineteen hundred forty-seven, whenever a person alleged to be suffering from tuberculosis is unable to gain admission to an appropriate tuberculosis hospital for necessary diagnostic or treatment services, such person may make application to the state commissioner of health for admission to an appropriate tuberculosis hospital for such services, treatment and care. The cost of such services and treatment and of the maintenance of such patient shall be subject to the provisions of section fifty-four and other applicable provisions of the public health law.
