An alternate correctional facility shall be deemed to have been established when the commissioner has filed with the secretary of state a designation of such facility which sets forth, at a minimum, the name and location of the facility, a copy of the department's rules and regulations for the operation of that facility, and a copy of all applicable agreements, including a construction agreement and an operation agreement.
