The state commission of correction shall exercise the same powers and duties concerning each alternate correctional facility as the commission is required to exercise concerning a New York state correctional facility. The commission shall prepare an annual report on each alternate correctional facility which shall evaluate and assess the department's compliance with all rules and regulations applicable to that facility and the operation agreement and which shall include an analysis of the frequency and severity of all unusual incidents and assaults occurring in that facility. The annual reports shall be filed with the governor, the mayor of the city of New York, the chairman of the senate crime and correction committee, and the chairman of the assembly committee on correction no later than the first day of June of each year.
