The department shall establish work release programs for prisoners sentenced to New York City correctional institutions. The commissioner may extend the limits of the place of confinement of a prisoner as to whom there is reasonable cause to believe he will honor his trust by authorizing him to participate in a work release program in the community on a voluntary basis while continuing as a prisoner of the institution or facility in which he is confined. An extension of limits shall be under such prescribed conditions and for such reasonable hours or reasonable periods of time as the commissioner deems necessary. Such extension of limits may be withdrawn at any time.
