Any person having possession or custody of and refusing to deliver to the Commissioner or a representative of the Commissioner upon request any of the property, books, accounts, documents or other records of an insurer against which a seizure order or a summary order has been issued by the Commissioner or by the court, as provided in NRS 696B.500 to 696B.550, inclusive, is guilty of a misdemeanor.
