An insurer, financial holding company, depositary institution or affiliate of any of them which proposes an acquisition or change or continuation of control of an insurer domiciled in this state shall give notice to the Commissioner of the proposed action no later than 60 days before the proposed action is to become effective. During this period, the Commissioner may collect, review and act upon applications and other documents or reports relating to the proposed action under his or her authority conferred by this title.
