“Commitment to insure” or “preliminary report of title” means a report furnished in connection with an application for title insurance which constitutes an offer to issue a policy of title insurance subject to the terms, conditions and exceptions stated in the report, but which does not constitute a representation as to the condition of the title to real property. The term does not include an abstract of title.
