In addition to any other penalty provided by law, any person who violates any provision of this chapter or a regulation adopted or a final order of the Commissioner issued pursuant to this chapter shall, after notice and hearing, pay an administrative penalty:
1. In an amount not to exceed $5,000; or
2. If the violation is willful, in an amount not to exceed $10,000,
and the Commissioner may, after notice and a hearing, revoke or suspend the license or certificate of authority of that person.
