Upon application to the Board, accompanied by a fee of $200, a person currently licensed in any branch of cosmetology under the laws of another state or territory of the United States or the District of Columbia may, without examination, unless the Board sees fit to require an examination, be granted a license to practice the occupation in which the applicant was previously licensed upon proof satisfactory to the Board that the applicant:
1. Is not less than 18 years of age.
2. Is of good moral character.
3. Is currently licensed in another state or territory or the District of Columbia.
