The Board shall admit to examination as a hair braider each person who has applied to the Board in proper form and paid the fee, and who:
1. Is not less than 18 years of age.
2. Is of good moral character.
3. Has successfully completed the 10th grade in school or its equivalent. Testing for equivalency must be pursuant to state or federal requirements.
