A person shall not engage in the practice of counseling persons with alcohol and other substance use disorders, the clinical practice of counseling persons with alcohol and other substance use disorders or the practice of counseling persons with an addictive disorder related to gambling unless the person is a licensed counselor, certified counselor or certified intern.
