Each witness who appears by order of the Board is entitled to receive for his or her attendance the same fees and mileage allowed by law to a witness in a civil case. The amount must be paid by the party who requested the subpoena. When any witness, who has not been required to attend at the request of any party, is subpoenaed by the Board, his or her fees and mileage must be paid from the funds of the Board.
