It is unlawful to place letters, words, figures or numerals on any advertising medium located or maintained on the premises of any place of business in this state advertising or offering for sale any goods, wares or merchandise, other than motor vehicle fuel, if the advertising medium may be construed by any reasonable person as advertising or offering for sale motor vehicle fuel.
