NRS 543.170 to 543.830, inclusive, without reference to other statutes of the state, except as specifically provided in NRS 543.170 to 543.830, inclusive, constitute full authority for the authorization and issuance of bonds pursuant to NRS 543.170 to 543.830, inclusive. No other law with regard to the authorization or issuance of bonds that provides for an election, requires an approval, or in any way impedes or restricts the carrying out of the acts authorized by NRS 543.170 to 543.830, inclusive, to be done applies to any proceedings taken under NRS 543.170 to 543.830, inclusive, or acts done pursuant thereto, it being intended that NRS 543.170 to 543.830, inclusive, provide a separate method of accomplishing their objectives, and not an exclusive one, and NRS 543.170 to 543.830, inclusive, does not repeal or amend any such other law.
