The Administrator shall make a good faith effort to negotiate with the Environmental Protection Agency to ensure that a certificate of completion issued pursuant to NRS 459.610 to 459.658, inclusive, will relieve a participant from liability to the United States to the same extent as those sections provide relief from liability to this State.
