When the Department receives an application for a permit to carry out modifications to an existing facility or finds that modifications are necessary to enable the owner or operator of a new facility to comply with the requirements of NRS 459.400 to 459.600, inclusive, it may include a condition in the permit specifying the time which will be allowed to complete the modifications.
