“Ultimate user” means a person who lawfully possesses a controlled substance for his or her own use or the use of a member of the person’s household or for administering to any animal owned by the person or by a member of the person’s household. The term includes the guardian of an ultimate user or any other person authorized in a durable power of attorney to act on the behalf of the ultimate user. The term does not include a patient in or an employee of a medical facility, as defined in NRS 449.0151, who is not statutorily authorized to administer drugs.
