In all counties where existing hospitals are taken over by a board of hospital trustees, as provided in NRS 450.010 to 450.510, inclusive, additional necessary buildings and sites may be acquired only if a bond issue is approved by the voters at a primary, general or special election according to the terms of NRS 450.010 to 450.510, inclusive, as if no hospital then existed. In a county whose population is 100,000 or more, in cases where buildings or parts thereof have been constructed but remain unfinished and unequipped, the board of hospital trustees may complete the building or buildings or part or parts thereof and furnish and equip them from the board's current receipts, without a bond issue.
