Any regulation concerning injections of fluids through a well or any permit issued for the purpose of such an injection may not interfere with or impede the injection of material into a well to facilitate production of oil or gas or an injection to dispose of brine, water or other fluids which were brought to the surface in connection with the production of oil or gas, if the well is used either for facilitating production or for disposal and if the Department determines that this injection or disposal will not result in the degradation of underground or surface water.
