If the court has not approved the permanent placement of a child within 12 months after the initial removal of the child from the child’s home, it shall refer the case to the local advisory board created pursuant to NRS 432B.604, if such a local advisory board was created for that judicial district, to obtain recommendations from the local advisory board to expedite the completion of the case.
