To effectuate further the purposes of NRS 426.630 to 426.715, inclusive, when new construction, remodeling, leasing, acquisition or improvement of public buildings or properties is authorized, consideration must be given to planning and making available suitable space and facilities for the establishment of at least one vending facility to be operated by a licensee. Written notice must be given to the Bureau by the person or agency having charge of the planning and design of any such project within 30 days after the commencement of the planning and design of the project.
