A person shall not, after January 1, 1972, establish a junkyard any portion of which is within 1,000 feet of the nearest edge of the right-of-way and visible from the main-traveled way of the interstate or primary highway system, or continue to operate and maintain a junkyard in existence on December 31, 1971, in such a location, without obtaining from the Director the permit provided for in NRS 410.110.
