“Freeway” means a highway or road in respect to which the owners or occupants of abutting lands and other persons have no abutter's rights of light, view and air, or easements of access to and from the abutting lands, or in respect to which such owners and other persons have only those limited or restricted abutter's rights or easements of access allowed, designated and described by the Department.
