A recipient of a loan or a stipend under the program of the Western Regional Education Compact shall comply with the regulations adopted by the Commission or the three Nevada State Commissioners. If the recipient fails so to comply, the three Nevada State Commissioners, acting jointly, may:
1. For each infraction, impose a fine of not more than $200 against any recipient in any academic or practicing year, and may deny additional money to any participant who fails to pay the fine when due;
2. Increase the portion of any future loan to be repaid by the recipient;
3. Extend the time a recipient is required to practice the recipient's profession to repay the recipient's stipend; and
4. Expel the recipient from the program.
