Any person aggrieved by the denial of an agent's permit or by the denial of authorization to employ agents is entitled to a hearing before the Commission, if the person submits a written request for a hearing within 15 days after the letter of denial is mailed to his or her last known address. If no request is submitted within the prescribed period the denial is final.
