Each person who is authorized pursuant to the provisions of this chapter to enter into any contract on behalf of this state shall ensure that the contract:
1. Includes any provision related to insurance that the State Risk Manager determines is necessary;
2. Is reduced to writing;
3. Is signed by each party to the contract; and
4. Is approved by the Purchasing Division or the Office of the Attorney General.
