The Administrator may decide whether and to what extent the needs of any using agency may be supplied:
1. By transfer of surplus items or stocks from other using agencies;
2. By deliveries under contracts;
3. By open market purchases through the Administrator; or
4. Directly by the using agencies;
but he or she shall have thorough discussions on such matters with authorized representatives of each using agency.
