The intent of the Legislature in the enactment of this section and NRS 321.610 is to provide an orderly procedure for the processing of applications by the State, its agencies and political subdivisions for lease or purchase of public lands pursuant to the provisions of the Recreation and Public Purposes Act of 1926, 44 Stat. 741, as amended, and to aid the applicant and the Bureau of Land Management by requiring the State Land Registrar to examine the propriety and correctness of the applications submitted to the State Land Registrar pursuant to subsections 1 and 5 of NRS 321.610 before the applications are filed with the Bureau of Land Management.
