When any petition for the inclusion of property into a district created wholly or
in part to furnish electric light and power is denied, the petitioner may appeal the
denial to the board of county commissioners of the county in which the district is
located. The board of county commissioners shall review the denial and may, in its discretion
and upon a finding that inclusion would be in the best interests of the district and
the petitioners, order that the property be included in the district.
