Except for a request from a governmental entity pursuant to paragraph (a) of subsection 1 of NRS 293.912 or in response to an order of a federal or state court pursuant to paragraph (b) of subsection 1 of NRS 293.912, the Secretary of State or a county or city clerk may deny a request for confidential information if the Secretary of State or the county or city clerk reasonably believes that the information may be used in an unauthorized manner.
