Any elector of this State who has not registered to vote in this State, or who has registered but whose registration has been cancelled, and who contemplates enlisting in, or has been inducted into, the Armed Forces of the United States may, at any time, appear before the county clerk of the county of his or her residence or the field registrar thereof and register as a voter in the manner provided by law.
