Whenever any vacancy shall occur in any appointive office or position in this state required by law to be filled by the Governor, such vacancy remaining unfilled for a period of 90 days, the Governor shall not, within 60 days preceding the expiration of the Governor’s term in office, fill the vacancy to be effective beyond the termination of the Governor’s own term in office.
