A nomination for director may be made by petition signed by not less than five qualified electors and filed with the district court having jurisdiction not less than ninety days before the date of the organizational election. Any petition so filed shall designate the name of each nominee and shall state that the petitioners and the nominee or nominees designated in the petition are qualified electors of the proposed district. No qualified elector shall nominate more than one person for director. The name of each nominee so designated shall appear on the organizational ballot.
