That the organization, existence or consolidation of all school districts heretofore ordered by the state department of education of the state of New Mexico are hereby validated and their existence as ordered by the state board of education is hereby validated and confirmed, provided that the passage of this act shall not affect any consolidations upon which an action is pending contesting such consolidation at the time this act becomes effective.
