If a question is submitted pursuant to Section 21-16-16 NMSA 1978 at an election, the submitting board shall notify the county clerk pursuant to the Local Election Act. The submitting board shall furnish to the county clerk of each county in which an affected school district is situate a certificate specifying the question to be submitted.
