The members of the several boards of the New Mexico State University, the New Mexico institute of mining and technology, and the New Mexico behavioral institute of Las Vegas shall be allowed their actual and necessary traveling expenses in going to and returning from all necessary sessions of their respective boards, and also their necessary expenses while in actual attendance upon the same.
