New Jersey Statutes Title 9. Children Juvenile and Domestic Relations Courts 9 § 6-8.41

No hearing may commence under this act unless the court enters a finding:

a. That the parent or guardian is present at the hearing or has been served with a copy of the complaint; or

b. If the parent or guardian is not present, that every reasonable effort has been made to effect service under sections 18 and 19 hereof.  1
