On the filing of a complaint involving abuse or neglect under this act, unless a warrant is issued pursuant to section 19 hereof, 1 the court shall cause a copy of the complaint and a summons to be issued forthwith, requiring the parent or guardian with whom the child is residing to appear at the court within 3 court days regarding the complaint. The court shall also, unless dispensed with for good cause shown, require the person thus summoned to produce the child at the time and place named.
