New Jersey Statutes Title 58. Waters and Water Supply 58 § 25-7

The commissioner shall prescribe the procedures for applying for the grants and loans authorized by sections 11 through 20 of this act  1 and may adopt such rules and regulations as may be necessary to implement the provisions of said sections and to carry out the purpose thereof.
