a. Notwithstanding the provisions of any law, rule, or regulation to the contrary, veterans' facilities, as that term is defined in section 1 of P.L.1989, c. 162 (C.38A:3-6.3), shall provide an annual report of such facilities' payroll-based journal. The Office of the State Long-Term Care Ombudsman shall establish and implement procedures for receiving, processing, and responding to such annual reports.
b. A veterans' facility shall make an annual report to the Ombudsman on or before the last day of the State fiscal year and such additional reports as the Ombudsman may from time to time request.
c. As used in this section, “payroll-based journal” means an auditable and accessible database of staffing records.
