Such sums as are appropriated for distribution under this act shall be distributed annually, in the manner prescribed in sections 5 and 6 of this act, 1 as State aid to each municipality which:
a. Has a population not exceeding 5,000;
b. Has a population density which is:
(1) Not less than 1,000 per square mile; and
(2) Not less than four times the population density of its neighboring municipalities, unless within such neighboring municipality is a national cemetery, or housing built in accordance with or pursuant to Section 607 of the Lanham Act (National Defense Housing) P.L. 849, 76th Congress, 54 Stat. 1125, 42 U.S.C. 1521 et seq., as amended; 2
c. Has ratables per capita not exceeding 4/5 the ratables per capita of the county in which it is situate; and
d. Has either (1) an effective tax rate for a municipality above the State average effective local tax rate, or (2) a per capita personal income that does not exceed 0.8 times the State per capita personal income.
