The director shall on or before December 31, 1991 and annually thereafter make distributions of “Supplemental Municipal Property Tax Relief Act” extraordinary aid. The director shall annually notify the chief financial officer of each municipality, other than a municipality that received $500,000 or more in regular grant financial assistance in the prior year pursuant to the “Special Municipal Aid Act,” P.L.1987, c. 75 (C.52:27D-118.24 et seq.), that, in addition to State aid provided pursuant to section 3 of P.L.1991, c. 63 (C.52:27D-118.34), the municipality is eligible to apply for “Supplemental Municipal Property Tax Relief Act” extraordinary aid. The municipality may apply to the board for financial assistance pursuant to this section on forms promulgated by the director.
