New Jersey Statutes Title 52. State Government, Departments and Officers 52 § 27C-69

a. The powers of the commission shall be vested in the members thereof in office from time to time, and a majority of the total authorized membership of the commission shall constitute a quorum at any meeting thereof. Action may be taken and motions and resolutions adopted by the commission at any meeting thereof by the affirmative vote of a majority of the membership, unless in any case the bylaws of the commission shall require a larger number. No vacancy in the membership of the commission shall impair the right of a quorum to exercise all the rights and perform all the duties of the commission.

b. Members of the commission shall be subject to the provisions of the “New Jersey Conflicts of Interest Law,” P.L.1971, c. 182 (C.52:13D-12 et seq.).
