Subject to the independent approval of the State Treasurer, the board may authorize the transfer of funds necessary to permit individuals employed at the New Jersey Institute of Technology, Rutgers, The State University, Rowan University, Montclair State University, Kean University, and any other agency, authority, commission, or instrumentality of State government which has an independent corporate existence, to participate in the plan.
